The Process
PHASE 1.Research Peoples Issues:
It has started with research to determine the people’s issues. This will be undertaken nationally without any preconditions or expectations.
1. Initially the research will take the form of 'one to one' interviews undertaken by psychologists guided by an internationally respected social research company Taylor Nelson Sofres They will take a representative sample of citizens from all over Ukraine.
The goal is to address key areas of democracy and civil society to solicit frank and open responses on issues of public and personal concern. The output will be a set of issues worthy of deeper investigation.
2. The next step is focus group research to determine the depth and breadth of the issues raised.
We hope to identify not only the issues that concern the majority of Ukrainians but also any regional differences and common misunderstandings. Misunderstanding will be addressed through open public consultation and internet debate on our website.
PHASE 2.
Referenda:
1. The referenda are not legally binding, they are tests of the opinion of the people of Ukraine designed to enable Ukrainian and international experts to write a Peoples Charter that is reflective of national will.
2. Voting online and postal: With the issues now identified, PFF will use the internet and the media to gauge public opinion through a series of what can best be described as ‘referenda.’ The public will be asked to exercise their choice in shaping how they would like issues such as the political system or transparency or the rule of law to be determined and defined.
Those eligible to vote are: i) Ukrainians living in Ukraine; ii) Ukrainians living outside Ukraine; iii) Friends of Ukraine (The Ukrainian Diaspora and the international community)
It will be the data from the first category that will be used to build the Peoples Charter. The data from the second and third categories will be used to guide the experts and to give international support to the people of Ukraine
There will be a minimum of five referenda, starting in mid 2010 and ending in spring 2011.
3. Communication. The results of each online referendum will be calculated automatically by the software whilst the postal referenda counting will be overseen and verified by a leading law firm.
The results will then be made public to the people through the internet and media and through consultation with the government and interested political parties and NGOs.
PHASE 3.
Creation of the People's Charter:
1. Draft People’s Charter. A team of experts and lawyers will turn the data into a draft People’s Charter which will be submitted to the people via both the internet and the media for consultation. This process will be completely transparent and records of the internal deliberations will be made public. We except to draw both national and international expertise into this process.
2. Presentation. Once approved by the people through a referendum, the Charter will be ceremonially presented to the people, to the President, the Prime Minister and the Government and to the Speaker of Verkhovna Rada as a formal document that represents the will of the people.
